Case Study: Hainan Primary Medical Institute

New information platform for provincial institute

Hainan Province

Hainan with a population of just over 10 million is the smallest and southern most province in China, consisting of various islands in the South China Sea. “Hainan”, the name of the province translates to “south of the sea” reflecting its position south of the Qiongzhou Strait, which separates it from the Chinese mainland.

In 2020, Odin partner Sichuan Jiuzhen Technology Co. Ltd. commenced a project to allow the collection, integration and sharing of information across the province.

The information platform comprises of several layers including infrastructure, data centre, information platform, business application, service and user interface.

In building the solution, there were a number of challenges:

  • •   To facilitate the exchange of data with the Hainan Provincial National Health Platform (which includes the Provincial Electronic Health Card, Smart Hospital App, Sanya Health Platform as well as Secondary and Tertiary hospitals).
  • •   A vast number of systems (in addition to the Hainan National Health Platform, it was necessary to connect other systems including the TCM health platform, a medical consortium platform and medical insurance providers).
  • •   Support for APIs (the system needed to be able to interface with third-party applications such as the Enterprise Master Patient Index and the Decision Support System).

Odin Engine was selected as the core middleware of the integrated platform – connecting more than 20 complex systems including:

  • •   An auditing server (required by the government health bureau, CDC and other higher-level regulatory authorities).
  • •   A collaboration server (used for national health information and medical insurance).
  • •   An internet server (for basic-level users such as primary medical institutions and residents).
  • •   The business database used by primary medical institutions (village clinics, rural health centres).

The Odin Engine met all of the requirements of the data exchange needs of the province, but also provided a number of advantages:

  • •   Fast deployment of new projects with some configurations taking just a few minutes.
  • •   Open API interface allowing connectivity with third-party applications.
  • •   Rock-solid stability with the ability to run reliably 24/7.

The project launched during 2020, gradually covering those organisations within the province. As at January 2021, the platform covered 396 medical institutions and 944 village clinics, covering some 3.3 million outpatient visits , and handled over 3.3 million payments, 62,560 lab tests and 13,066 inpatient visits.

At the completion of the project, the Primary Medical Health Information system will become the largest deployed in a SaaS private cloud deployed in China, support the highest degree of information sharing and integration in China and support the highest degree of standardisation.

Zhao Gang, General Manager of R&D at Sichuan Jiuzhen Technology Co., Ltd says “The product has a user-friendly interface and provides convenient debugging and tracking capabilities. Odin Engine is very flexible and fast to configure - more than 130 interfaces were setup by our team in just 10 days. The Odin solution is backed with full support and documentation that was helpful in the early stages of the project”
